Introduction to Accessibility Services

To serve our visually and hearing-impaired patrons, the library has established the "Information Center for the Visually and Hearing Impaired" on the second floor of the Main Library. The center is equipped with specialized computers for the blind and various assistive technologies. Our collection includes audiobooks, Braille books, and twin-vision books, all housed within a barrier-free environment. We warmly invite our patrons to visit and experience a "reading" atmosphere uniquely designed for their needs.

Library Card Application for the Visually & Hearing Impaired

In-Person Application

  • Applicant applies in person: Please present the original Disability Identification Card.
  • Application through a representative: Please provide a Letter of Authorization, a copy of the Disability Identification Card, and the representative’s valid ID.

Accessible Collection

Collection for the Visually and Hearing Impaired

The library features a dedicated reading area for visually and hearing-impaired patrons on the second floor of the Main Library. This specialized collection includes over 3,600 items, ranging from accessible books and audiobooks to Braille books and twin-vision picture books. With new materials added annually, we warmly invite our patrons to visit and immerse themselves in a "reading" atmosphere tailored exclusively for them.

  • Offers audiobooks, Braille books, digital Braille books, bilingual books (Chinese & English), audio-described films, and sign language materials for priority access by visually and hearing impaired patrons. Up to 15 items can be borrowed for 30 days, with one renewal allowed.
  • Telephone borrowing service is also available for visually impaired users. Please call 04-2262-5100 ext. 888.
  • Prepaid mailing bags are provided free of charge for home delivery.

Accessible Computing Area

  • Equipment: Computers for the visually impaired, braille refreshable displays, braille graphic printers, braille typewriters, and magnifiers.
  • Usage Policy: Available for on-site use by visually and hearing impaired patrons. Each device may be used for up to 3 hours per session, with a maximum of 2 sessions per day.

Assistive Technology Display Area

  • Available Devices: Braille tactile globe, audio book player, Braille building blocks communication board, Braille Sudoku game board, tactile Braille learning board, folding cane for visually impaired, and accessible games such as checkers, chess, Gomoku, and playing cards.
  • Borrowing Rules: Devices are available for in-library use by visually impaired patrons. Each device type may be borrowed for up to 3 hours per session, with a maximum of 2 sessions per day.

Accessibility Events & Information

Based on the needs of individuals with visual or hearing impairments, the library regularly offers related programs, including audio-described film screenings, information literacy workshops, and art education sessions. 

Audiobook Recording Studio

Audiobook Recording Studio
  • The library has two studios primarily for recording audiobooks.
  • When necessary, studios may be lent free of charge to organizations serving visually impaired individuals or to schools for non-commercial purposes.
  • Upon completion of recordings, a copy must be submitted to the library, and permission is granted for the library to reproduce and use the work for non-profit purposes.

Multi-purpose Workshop

Multi-purpose Workshop
  • This workshop is primarily used by the library to host programs and courses for individuals with hearing or visual impairments. When necessary, it may be lent free of charge to organizations, institutions, or schools serving the hearing- or visually-impaired community for non-commercial activities.

Floor Plan Guide: Information Center for the Visually & Hearing Impaired

The floor plan includes the following areas: men's restroom, women's restroom, Digital Resources Office, computer resource area, storage room, two audiobook recording studios, multifunctional workshop, service counter, main entrance, collection reading room, temporary rest area, hand-washing stations, and water dispenser.
